How many shows have had a main villain disappear for an extended period only to re-surface? Like, more than a full season without him? It's an extremely effective way to hook an audience. If the governor had re-appeared next season, for example, just a shot of his face would be enough of a cliffhanger for a mid-season finale. Right now it's like "Oh, he was gone for a couple of episodes but now he's back". Really needed to give it some time to build up.
