I'd care if I were a citizen of Toronto, especially given Ford's own rationale for his behaviour. Using hard drugs like crack or meth or heroin shows
incredibly poor judgement from someone holding an elected office. "But I was really drunk at the time," is not a valid excuse; it only makes me wonder what other poor decisions he's made while in a drunken stupor.
