How is this different from someone running a red and hitting some one in the car would had the green? Wouldn't the person who ran the red have to cover all damanges to the other car (under their insurance of course)? Does this change if it's a train?

It's probably more similar to somebody running a red light and then proceeding to hit a brick wall. Yes, they're at fault, but the damage to the brick wall would be minimal.
Of course, I skipped a couple of pages - was there actually any damage to the C-Train that needed to be paid for?
