From a cost benefit point of view this is probably right. I think it would be hard pressed to show that cycling infastructure is a cost effective. Its a catch 22 though as if you don't have the infastructure you will never build up a rider base.
Does anyone know if in Holland if cycling infastructure is competive with cars in terms of cost per person mile?
