While I'm also confused as to why he's sitting, the premise that re-build = playing youth as much as possible is the consistent mistake that people keep making.
Re-build = making development of young players a priority. Doing whatever is the best for improving the young players game and prioritising that over on ice results is what a re-build team does. Whether they are handling Sven right or wrong, I don't know, but I think it's safe to say the Flames are better with Sven in the line up than substituting him with Jackman or whoever. So as weird as it seems, the fact that the Flames are willing to sit Sven and give him some "learning time" versus trying to ice there best roster shows that they are indeed commited to the re-build.
