Also worth mentioning that developers aren't thinking that future games will always be limited to 720p and then upscaled. They fully believe that as they get experience developing for the console it will all be 1080p native. Also keep in mind that some PS4 launch games are also being upscaled and not running native 1080p.
Chalk it up to teething pains more than anything.
