I could see crossing arms being of use on 4th ave. With both of the accidents on Friday, the driver of the car would have been trying to execute a right turn on red. While there are big signs, turning right on a red is something that is usually legal. It just so happens that a red light here means a train is coming; it never means there is opposing vehicle traffic.
