Hard to say because so few teams have equally poor roster so basically you can only compare to about 5 other guys at best. But Barry Trotz comes to mind right off the bat.

I would agree with Trotz. Their offence is nearly as bad as our defense. But at the same time, if you look at it, he's got an all-star goalie and one of the better defensive lineups in the NHL. Sure, it's incredible that they can score most nights, but isn't that kind of the very same/opposite of the Flames? We can score, it's not an issue, but some combination of a poor back end and coaching decisions makes it hard to keep the puck out.
Two teams with an equal amount of problems IMO, just different sides of the same coin.
