That's the most common way (but you can go to any place that sells Koodo's services, including Superstore, Futureshop, etc), there's a poster on another thread that mentioned they were successful in getting it by buying a new Koodo SIM and getting a Manitoba number on it:

I was able to get it online, the SIM that I received was unactivated and when I called to activate it, was able to get a Manitoba number from the CSR and then select the $55 plan.
