If the deal is approved, it would still take months to get the prospective P3 bidders together to submit Qualifications, then I would guess 6-12 months to put together a bid, then another few months after award to begin work. This would all have to wait for the Federal Government to approve the land swap. So 1-2 years after a potential approval is what I'd imagine would be the timeline for construction to start.
This portion of the ring road is more complex and could possibly have a larger impact than the SE on existing traffic, so it would not be as quick as the other quadrants. The NE had it the easiest in terms of dealing with existing traffic as the majority of the work was in green fields.
