If Harper truly had nothing to do with getting that endorsement, that really sucks, because I'm sure they aren't the only ones that were swayed by that, and he likely would have won.

He immediately distanced himself from the endorsement on Twitter, so I can only assume that it was unsolicited and unwanted. I personally felt at the time that such an endorsement would be detrimental, and I think that it is conceivable that 87 people in the ward may have avoided him on principle.
I am quite certain that there was no developer-backed, slate candidate in Ward 1. The perception that Harper was the developers' "chosen one" probably cost him more votes than it gained him. Enough to change the result? I think so, yes.
