It seems now that they don't know how to manage or understand what they have with the reserve system. It is even more frustrating when you hear stories of people renting their spots and making money at the high usage lots (end of the line...damn those parasite communities).

Pay per use was awsome for the end lots. You could get there at 7;30 and still get a spot. User fees are so much better that first come first serve.
