If you are a kid from the Northeastern or Midwest US, hell, if you are a kid from MTL or TO or Moscow or Prague who is good enough to command a no trade clause, far away western cities, and smaller markets in general, are terra incognita. Unknown and undesirable.
The reasons players like Miller chose not to play in EDM mostly apply to CGY as well.

The only reason Calgary is on no trade lists right now is because they're rebuilding. We've got the best tax setup in the NHL, don't think the millionaires are not going to notice that.
