True, but only as of last night. $23 million was the mark that was set, where the team will actually get enough money to fund full development via crowdfunding based on the original budget. This is because they don't get 100% of the money... the figure is around 96%, the rest vanishing as transaction fees and such.
From here on out they will be basically just using the money to make the game even more awesome, fund a larger alpha, help create Citizen Con next year. Things of that nature. Also, you have to factor in that if they are going to be running a large scale persistent universe for a long time... it would be good if they had plenty of money for AMAZING infrastructure. It has also been mentioned by Chris Roberts that the extra money means they can hire more people and do a more thorough job of polishing and refining before release and can possibly implement things faster.
While the game development is fully funded now, I think there is a lot of value to continuing the campaign through to release. It will likely mean enough money for a very healthy game and community.
I think it is also a mark of pride for the community. The first AAA completely crowdfunded game. 87% of the community voted to keep the pledge counter running through the entire campaign.
