Don't believe so. I spent enough time trying to draw a ramp there and couldn't make it work (and not badly break
the rules) without an extremely long bridge flying east to west over the northern part of the interchange. A basketweave would only reduce it from 2 extremely bad weaves to 1 very bad weave.
