To parody something, it has to have some exaggerated feature or self-important quality which you can legitimately mock. Further, to be successful, parody either must be broadly obvious or, if your subject is sufficiently well-known, exceedingly subtle and clever.
This poor attempt is unsuccessful because its main content, the ratings of civic candidates, has no parallel on its target site or within the organization it purports to parody. It therefore fails on point one: it is not actually mocking anything substantive. It also fails on point two, because it is neither obvious nor subtle, it is simply an amateurish copy of the original.
To "get a kick out of it" only shows the puerile imagination of the originators; they imagine that their target audience can be entertained by rainbows and report cards. Further, the vehement criticisms they receive actually confirm their belief that they are in the right, because they have riled up the hippies and struck a blow at the liberals - or so they imagine. That they have actually only riled up anyone with the least sense of aesthetics and shame completely escapes their limited perception.
In short: small amusements for small minds.
