Essentially, if we lose Tate, we can protect 4 more Canadians, because we don't have to protect Paredes or Maver, plus get the two extra protects.
The way it's worded, can't we just say everyone is a kicker, and thus leave no one unprotected?
The problem with this leading to Ottawa being a better team than 2 or 3 other teams is that they don't get to pick any of the top 15 or so players off of any team. Sure, they might have a decent QB and a decent player here and there, but they will still be worse than every other team in nearly every position.
