That had been my speculation; that the portion from 88 street to 17 ave would be open even if the 22X/ Deerfoot portion was not 100% complete.

Personally, I think the bigwigs just want their big grand opening celebration. If they open it up to 22X, they won't ever get to close it again for the big rope cutting ceremony and photo-ops. And if there is one thing Rick McIvor won't miss out on, it is a chance to get his picture taken.
