A 2 or 10 will not send a message and get this type of take down out of the league. It needs to be a game misconduct for first infraction and then league review for more games if done again. You want to change course you need to hit the guys in the pocketbook, they will not be willing to give up $25,000 per game suspended in order to take a guy down like that(based on a $2m salary).
If the league is serious about dealing with concussions then they will move on this, if not they may be giving more ammo to a potential class action like the NFL just settled.
