If the CRL is working properly, the projects that would pay back the loan would not exist prior to the infrastructure improvements, but would exist after.
The lack of major projects in the West Village is actually what makes a CRL appropriate for the area, as the baseline case is quite clearly not very good, and thus creates a bigger potential baseline-improved differential that could be borrowed against.
