Serious question, it is something that always gets brought up to defend fighting but I can't remember a time when a fight actually solved the issue or prevented a dirty hit.
Cooke/Thornton in 2010? Cooke took a couple of punches and then turtled. The next year he got suspended twice in a span of 6 weeks for two dirty hits. Only when the league and his team basically told him he'd never play again if he didn't change his play did anything happen.

Suspensions and lost paychecks are far more of a deterrent than maybe having to fight a goon once every few years.
