It wasn't so much that the Calgary Cowboys failed, it was a failure of Jim Pattison (owner of the Cowboys, he may have been the head of an ownership group) to secure federal and provincial commitments/funds to build an NHL calibre arena.
If shovels got into the ground in 1976, the Cowboys would certainly have been apart of the WHA-NHL "merger" in 1979. Maybe there would have even been a chance that Skalbania may have sold Gretzky to us instead of Pocklington...
