Ya, I worked at Future Shop in the entertainment section right when San Andreas was coming out, and we were ordered to inform any parent/guardian buying it for an underage child about the game's "mature" content. Most could've cared less, and I remember one mom specifically who shot me a "don't tell me how to raise my kid" glare at me when I gave her the rundown.
That said, I think V may have the most adult content of any GTA to date, I don't think I'd want my hypothetical 12 year old playing it. But I also wouldn't be naive to the fact that through one of their friends, they'd probably find a way to play it anyway.
