Then if you go whole hog and actually legalize and legislate it, then the government would be able to use money earned from the sale of drugs to create social programs to help drug addicts, and promote safe drug use.
People are going to do drugs no matter what, so it makes more sense having that money from their sales flow into responsible hands, then spend billions fighting the inevitable.
