Good point. My understanding is that no change was made at the time of the contract starting because the employer wasn't sure they would get funding for the position to become permanent. They weren't going to move someone up a step on the salary scale because they didn't know if after the year there would be someone for them to supervise, etc.

Then a few weeks ago when meeting with HR and finalizing the job description for the hiring it was mentioned that the person who supervises them would need to have their job description re-written and that they would be bumped up a step.
