Not exactly. The question marks are side missions, whereas the initials are more main story quests. The random events just show up...randomly. You'll be driving by, and you hear some lady screen "Hey, he's stealing my purse". A red dot will show up on the mini map, indicating the perp. Run over the red dot, and return the purse. Or keep it.

Just want to reiterate how polished this game feels. I played tonnes of Vice City, and absolutely loved it, but so much of it was so rough. The whole west island of the city was really horrible to drive on. The roads just didn't make sense. And San Andreas had some poorly implemented features like the need to feed yourself, and the ever present gang wars. And as I said, I never really got into GTA IV. One thing that seemed annoying was the need to respond to Roman (and a girlfriend) when they called asking for a date. ####, I just want to dick around, I don't want to go bowling.

But GTA V has really embraced making it fun to just dick around. Have a huge collection of guns and get wasted? Wake up outside hospital...with your huge collection of guns. No annoying friends that must be answered immediately if you are half-way across the map. And no growling stomach to deal with.
