Yeah I see your point. I don't know, maybe he's thinking that he doesn't really have anyone he can counter Scott with, so he puts out a guy he figures there's no way he'll jump. Throwing some poor sap out there to get pummelled doesn't really seem like the greatest move either.
At the end of the day I just think it's ridiculous he even had to make that decision.
