A number of ridiculous aspects to this part of your post. Let's count them down:
1) Tropp was game for that fight, he didn't get jumped, he didn't get goaded into it, they went right off the draw.
2) Tropp held his own in that fight. He didn't get pummeled, it was probably a draw or close loss for him until he got caught at the end.
3) Tropp is no angel, and he drops the gloves plenty. 9 fights in the AHL in 10-11. 4 in the AHL and 2 in the NHL in 11-12. 1 in the AHL last year. I also watched the kid play regularly in college as a former MSU season ticket holder. He spent plenty of time running around and mixing it up, so don't try to paint him as some lightweight who got bullied.
Oh yeah, he also did this:
Note the part where his own teammate gives him a shove to stop him from delivering another 2 hander to a guys head.
So let's please stop with the idea that there was something that occurred that needed a response. This was a lame premeditated fight that unfortunately ended in an injury. I like Tropp, cheered for him for years and hate that he's hurt, but nothing about that fight justifies any response from Buffalo.
