The only way that this would be similar is if the law that Russia instituted didn't discriminate against homosexuals and was focused on preventing people from exposing their genitals in public. But that isn't what the law is about.

What is the rationale for outlawing public masturbation? If the person keeps their fluids to themselves they aren't hurting anyone. It is because it makes people feel uncomfortable and they don't want kids viewing it which is the same justification used in Russia for their laws against public displays of homosexuality.
Seeing someone pleasuring them self in public would freak me out. A lot more than seeing two homosexuals engaged in some mild PDA. That's because society here has conditioned me to perceive it as wrong much like Russian society has conditioned their views towards public homosexuality.
