Multipath TCP has only been an experimental standard since January, so this is unlikely. It is not part of Android (though there are some ports of it, but according to this not for the S3 nor the Nexus 4)

No skips or dropouts to streaming on any current device (maybe even iOS7, not sure how MPTCP is used in iOS7) is because of buffering and application intelligence, not because of an implementation of MPTCP is on the phone.
