Chicago has 10-20 gun shot murders per week end, and about 3x as many gun shot wounds, yet the strictest laws regarding gun ownership in the Country. Its not a law thing its a cultural thing.

You need to change the culture, and laws can help. Who would dream of not wearing a seatbelt or using baby seats these days - yet before laws these were the norm and perfectly acceptable. It took time but attitudes changed.
