Umm no, they can't. You can't win 0-0.

I think it has been pretty well proven that you can't win in the NFL without competent QB play, and there are not enough competent QB's to go around. Adding Clowney turns the Browns from a good defense into a top 5 defense. That's great, but it isn't going to win them games if their offense continues to be among the worst.

If they don't pick Clowney they have a plan to actually score points. Not drafting for need is all well and good at every position but QB.
