Actually what happend to me was when I turned on the game yesterday, it forced me to play the mission that unlocks Mike. When the game loaded Franklin was dressed differently and wasn't at his house which is where I saved the game. Once I finished the mission and switched back to Franklin he was back home and dressed the way he was when I saved him.

I think it did start locked, I took Franklin to the golf course but nothing happened so I just stole a golf cart and went for a joy ride. I didn't try tennis though.
