How has his entry level deal expired if he's only played two seasons? Looking at his profile on hockeydb, he played a game in 09-10 with the Senators. Than the next year he played 10 games in the AHL playoffs. Somehow it looks like they burned an extra year off his ELC without it counting as an accrued season. Capgeek is listing him as a RFA at the end of this contract as he will still be 26, and must not have 7 accrued seasons.
In that case the 4 year term is much better than I originally thought, didn't realize he does not have 3 accrued years of pro hockey.
