I don't think there' is really enough geometry with the existing width of the roadway. Besides, any effort into making a temporary solution there should just be put into finishing the project. The final design of the intersection should have plenty of capacity.
However, simply retiming the lights would do wonders in the meantime. Make the WB light 25 seconds instead of 11, and it would mostly solve the problem for now, without affecting other directions all that much.
The amount of work to complete the finished design doesn't appear to be too much. A couple of weeks should do the trick if the contractor gives a strong push.
