But they have less than 20m in hand. Anything over that would have to come from sales or investment in the club.

This is what gets me both from an Arsenal and professional point of view. The Council and GLA should not be subsidizing a private venture like this, especially, when they are requesting almost no contributions in the Section 106 agreement.
