From what i read its that they don't want minors to receive " homosexual propoganda". It sounds more like they don't want gay parades or gay support groups to encourage minors that being gay is okay. Could be wrong.
I for one do not believe what they are doing is correct but i don't think it is as bad as kissing in public gets you jail time.
