Even more to that theory is the back story where it was ONE Flames scout that had the kid high on his list. One.
So the Flames as a group didn't have him listed, but one guy wanted a late round pick to go and take a chance on a guy that perhaps he happen to live near and scouted when the rest of the hockey world just wasn't paying attention.
it does happen, less and less these days, but it does happen.
It's one thing to come out with "see! We knew he was good" articles after the development camp, but the one scout taking a flier on the unranked kid came out draft weekend.
