Kepp this in mind- you have always paid that delivery charge. However before it used to always be included in the price. So even if you picked up your pizza, you still paid.
I used to work for a major chain who's primary focus was delivery. From time to time we would offer carry-out specials, and head office didn't like it. But the bottom line from the business side is that if I sell a pizza for $10, or sell it for $13 and pay the driver $3- I'm still making the same amount of money. Back then it was something odd to encourage carry-out, and now it has gone back to becoming the norm.
I agree with you- I will often pick up a pizza now instead of paying an extra $8 (or whatever) with delivery charge and tip. However that also means I might be inclined to order pizza more often because I can get a pizza for $10; instead of having to pay almost $20. But when I do get a pizza delivered, I always tip the driver.
