The delivery charge goes to the restaurant; as the restaurant is paying a fee to the driver. Some places give drivers X amount per delivery, some give a wage and then a lesser amount per delivery, and some just an hourly wage.
For example back when minimum wage was $5 per hour, some places I worked paid you $2-2.50 per delivery, some paid you $5 per hour plus 50¢ per delivery, and others paid you $6 per hour. All three systems had their pros and cons for the drivers.
The bottom line is that I would always tip the driver. Not only do they have a greater chance of making or breaking your meal (getting lost, driving slow, etc)- in addition to waitresses they also have to pay for gas and vehicle costs. Especially if it's somewhere you order from often. The experienced drivers know who tips and who doesn't. Once again, that can mean your order comes quick and hot, or slow and kinda warm.
