Talking about costs, might it be cheaper to split the fleet between kitted-out rapid response vehicles and less-powerful compact vehicles? I think other polices services have shown that not all police vehicles need to be rapid response vehicles.

While savings are found by using a single type of vehicle, (1) the CPS already uses multiple types of vehicles (i.e. vans, pick-ups, and SUVs); and (2) surely the fuel savings of using a vehicle with a smaller engine alone would make it cheaper.
