I've had a conversation or two with dog owners who don't leash their dogs on the walking paths in our neighborhood and they are usually quick to get the leash back on. I always try to be nice and gently remind them that there are little kids around. I think some people don't think the rules should apply to their dog because they are the bestest dog in the whole world and they just love kids. That may be but I don't know your dog so I'm not going to want it running up to my toddler in he park.
