The theory that police can do little to stop this petty theft is like saying there has been petty criminals from the beginning of time and there will always be and nothing can be done about it.
The fact is that the direction and motivation of CPS or any law enforcement agency can take different shape based on leadership. Petty theft are often repeated (on/at or near the same location) and eventually can lead to bigger crimes.
I think that New York City is a fine example of a leader getting fed up and taking action on all forms of crime to clean it up. In this case, these guys have stolen some pretty high end bicycles and it's clear that it's not their first time. Why wouldn't you want to take action to stop them?
If you see a guy driving around your neighbourhood with 4 barbecues in his dirty old pickup truck you look the other way?
