So far Hank has made it a secret to the DEA that he's investigating Walt, there's been no linkages in the plot to Hank and the GPS device, no scenes of Hank reviewing the GPS data or Hank anywhere near a laptop in his investigation in the garage, and there are many characters with motives to track Walt's movements such as Jesse, Skylar, Madrigal, etc.
So I don't think it's as cut and dry as you want it to be.

Do we even know what kind of GPS tracker the DEA uses? The one Walt found, and the one Hank used was iirc just an after market one Hank bought. He was following Fring on the sly and wasn't using DEA resources.
