Call it what you will, it's not the behaviour of a man concerned with morality. Obsession leads one to committing evil deeds no less than any other distorted world-view. He lies, intimidates, uses physical violence, and goes far beyond the bounds of his legal authority, all in the name of proving that he was right. Just because he hasn't killed anyone doesn't make him one of the good guys, there are countless people alive who haven't killed anyone and yet are morally absent human beings.
