I doubt Chrome is the root cause, particularly since it's highly multi-process/thread - a single bad extension or tab is unlikely to cause the browser UI to stop responding to Windows input events (which is why you get that not responding indicator). But, we have nothing else to go on for the moment, so try disabling all extensions, and see if you can repeat the behavior. Then turn the extensions on one at a time.
