I know someone who has/had a crazy neighbor who was damaging their property. Set a video camera up catching the person doing it a bunch of times. Showed it to the police who talked to the women. I believe the plan was to tell her to stop it and they knew it was her and if anything else happened she would be charged. Worked quite well. It seemed like the key was to collect evidence. Not just one thing, but multiple items.
