That's not how I would evaluate two prospects. One player went 6th overall and is an elite level scorer in the best junior league. Another player shows the skills to maybe be an elite scorer someday provided we project our own biases and stories out on how we want that player to develop.

Seems pretty cut and dried to me.
You seem to be forgetting debate the was strictly about upside and not about comparing them straight across as prospects now. Some people rate Jankowski as having the higher upside because of his raw skills and size. They're not saying he's necessarily the better prospect because he has to put all of the pieces together long term to realize his upside. He's holding Monahan's success against him in this argument about upside because he's saying Monahan is closer to reaching his upside at this point and Jankowski has more room for growth as a player. The subject is very debatable and not cut and dried as you say.
