The rules from this link say the player must be 26 years old or younger on September 15. Berra will be 26 on that date since his birthday is January 3.

The same link also says this, though: "Beginning in 1990-91, to be eligible for this award a player must not have attained his twenty-sixth birthday by September 15th of the season in which he is eligible." That would indicate he isn't eligible.
There's also this: "To be eligible for the award, a player cannot have played more than 25 games in any single preceding season nor in six or more games in each of any two preceding seasons in any major professional league."
I don't know if the Swiss League is considered a "major professional league" or not.
