For me, I would include all players who are still on their ELC (or as yet unsigned), so Berra would be included, but not Ramo. Even if you exclude his time in the KHL, Ramo has about the same level of NHL experience as TJ Brodie.

I just checked the rules regarding who qualifies for the Calder and apparently Berra would be eligible.
The rules from this
link say the player must be 26 years old or younger on September 15. Berra will be 26 on that date since his birthday is January 3.
Something to look forward to I guess.
